FINANCE

• Supported City subsidiaries, Surrey City Development Corporation (“SCDC”) and Surrey Homelessness and Housing Society ("SHHS"), in meeting their strategic organizational objectives and undertaking critical projects to fulfill their mandates; • Initiated the process of updating the Purchase and Expenditure Authorization By-law; • Collaborated with the Communications & Engagement Division to undertake the 2026 budget engagement process and solicit community feedback on budget priorities through online surveys, focus groups, and open houses throughout the City; and • Engaged in a request for proposals (“RFP”) and secured a new external auditor to provide independent assurance over the accuracy and completeness of the City's consolidated financial statements.

ECOSYSTEMS

• Reduced the number of paper cheques issued by the City by nearly 50% through increased enrollment for electronic fund transfers, thus reducing paper waste and the carbon impacts of mail delivery; and

Increased submissions of digital invoices to the accounts payable section with an average growth rate of 8.9% over the last 3 years, reducing paper usage and the need for physical storage saving both trees and energy.

ECONOMIC PROSPERITY & LIVELIHOODS

• Successfully delivered the 2025-2029 Five-Year Financial Plan, inclusive of Council’s priorities for the City’s operating and capital budget; Successfully delivered the 2024 Annual Financial Report, inclusive of the City’s audited consolidated financial statements; and •

• Continued to develop a capital funding

strategy to deliver community infrastructure while managing borrowing requirements.

EDUCATION & CULTURE

• Initiated data driven decision making (“D3M”) project to develop graphical operating and capital budget reports, relaying key financial data, for City departments; and

• Offered budgeting, financial reporting and procurement related training sessions to new and existing managers.
