RANKED CAPITAL PROJECTS
The following section provides a description of the 2026 Ranked Capital Projects that were approved by Council during the budget process.
CITY CENTRE ARENA This funding is for procurement, contract negotiations and design of a 10,000-seat sports and entertainment arena in the City Centre which will serve as the first component of the emerging City Centre Entertainment District – and the new home for sports and entertainment in the region. Contract negotiations with private sector partners are expected to result in development agreements for the construction of various private sector opportunities adjacent to or integrated with the arena. It is envisioned that the development will include a hotel, conference & meeting space, food & beverage establishments, commercial retail units, and residential dwelling units. It is expected that the revenue generated from development agreements, tenanting of the arena and the sale of naming and other commercial/marketing rights will assist in funding the construction, operation, and maintenance of the arena. CENTRE BLOCK This funding, along with funding allocated to Simon Fraser University (“SFU”) by the Province of BC, is for the construction of the first phase of Centre Block, a 12-storey office and academic development in the City Centre, centrally located near transit, City Hall, and other commercial amenities. The City’s portion of the project includes ground level commercial retail units and three and a half storeys of office space. The City’s component will provide future office space for City services in addition to revenue generating commercial retail and office lease opportunities. SFU’s portion of the project will provide academic and administration spaces for their School of Medicine, a primary care-focused medical school and the first new medical school in western Canada since 1967. It will also include a community gathering space and childcare facility. Construction of the project is scheduled to start during the fourth quarter of 2026 and be completed in the second half of 2030. FLEETWOOD FIREHALL #6 RELOCATION This funding will go towards the construction of a relocated Fire Hall #6 to accommodate the anticipated growth in Fleetwood, along the Surrey-Langley SkyTrain line. SCDC CAPITAL INITIATIVES Surrey City Development Corporation (“SCDC”) capital projects focus on purposeful city-building initiatives that drive urban vibrancy, sustainability, and economic growth in Surrey. This funding will advance strategic developments in Campbell Heights, City Centre, and Newton, attracting investment, creating jobs, expanding the tax base, and
