TAXES, UTILITIES AND ASSESSMENTS
WASTE COLLECTION RATES The City provides weekly curbside organics collection, with alternating bi-weekly garbage and recycling services, to approximately 108,200 SFDs and 42,000 secondary suites. In addition, centralized recycling services are provided to about 35,200 apartment units, with approximately half also receiving weekly organics collection. All organics collected at curbside are processed into renewable natural gas at the City’s biofuel facility. Waste collection services also support community cleanliness and beautification through programs such as illegal dumping removal, large item pickup, litter collection, streetscape bin servicing, and various cleanup initiatives, including the “Our City” and “Focus Newton” campaigns. For 2026, annual waste collection rates have been set at $344.08 for an SFD, with an additional $172.04 for properties with one secondary suite and $340.00 for properties with two or more secondary suites. These represent increases of $4.08, $2.04, and $0.00, respectively, or 1.2%, over 2025. This reflects higher Metro Vancouver landfill charges and the City’s increases to ongoing operating costs for waste collection, street cleaning, and related services.
SEWER RATES The 2026 metered sewer rate has been established at $2.3594 per cubic metre of sewer discharge, representing an increase of $0.0320 per cubic metre, or 1.37%, over the 2025 rate. This adjustment reflects a 1.4% increase in Metro Vancouver sewerage charges, together with the City’s ongoing operating and capital requirements for the sewer utility. For the average metered SFD, with an estimated annual discharge of 316.8 cubic metres, this results in an increase of approximately $10.14 per year. For properties without water meters, the flat sewer rate has been adjusted to reflect the same per-unit increase, based on the estimated average sewer discharge of 704 cubic metres per year for non-metered residential accounts. As a result, flat rate customers will experience an annual increase of approximately $22.53. Sewer discharge volumes are calculated at 88% of water consumption for metered properties, or are estimated on the same basis for non-metered residential customers. DRAINAGE RATES The 2026 Drainage Parcel Tax rate for residential properties has been set at $250.71 per parcel, representing an increase of $3.71, or 1.5%, over the 2025 rate. This adjustment supports rising maintenance and capital costs associated with the City’s drainage infrastructure. The drainage utility manages stormwater and flood control systems and supports environmental initiatives, including stream corridor protection, water quality, habitat, and biodiversity.
