AREA OF DEVELOPMENT

2025 METRICS

2025 Recruiting targets were met following the development of hiring plans for each category of employee:

RECRUITING

• Experienced officers hired: 122 • Recruit Constables hired: 50 • Civilian employees hired: 81

The building of a civilian onboarding program was initiated in 2025, with the training modules to be designed/developed in 2026. A Critical Incident Manager course was launched, and the supervisory NCO training was expanded to include online and exam modules, and foundational and operational skills. The Enhanced Investigator Skills Program ("EISP") 100 introduces members to Major Case Management (MCM) principles, along with core investigative strategies. EISP 100 is embedded within the Frontline Advanced Skills Training (“FAST”) Program, which all SPS recruits complete within their first three years of service, providing foundational training across traffic, tactical, and investigative disciplines.

TRAINING

Services contracted for blood testing, nutrition and fitness.

Research conducted into new employee wellness applications that will be launched in 2026, including: • Peer Connect app • Fitness Training app The evolving Wellness Program continues to be monitored to measure successes and areas for improvement.

WELLNESS

Research conducted and Community Policing Plan developed and implemented in Districts 1, 3, and 5.

POLICING EXCELLENCE

Community Policing Plan and change management strategy to be expanded as SPS assumes operational responsibility for additional police districts. Body-worn camera pilot project launched in October 2025 with 20 cameras deployed into the Road Safety Section. Four RPAS (drone) units were purchased, and training was completed for nine pilots. The inaugural launch of RPAS was at the Vaisakhi Parade in April 2025 with deployment into regular police operations in May 2025. Assessment phase is in progress. DEMS training has been developed and is being delivered. Testing of new features continues, along with ongoing support and individualized training.

TECHNOLOGY

FINANCIAL

SPS operated within the approved budget.

All deployment objectives were met.

Deployment plans developed and implemented for Frontline, Investigative Teams, Major Crime, Collision Investigation, Community Engagement, and others to deploy into Whalley/City Centre, Newton, and South Surrey. On November 29, 2024, 387 City of Surrey civilian employees transitioned to become SPS employees. SPS has continued to work with the RCMP Surrey Provincial Operations Support Unit to ensure adequate civilian staffing resources are available to serve both agencies. Work was initiated in 2025 to develop a comprehensive Facilities and Asset Plan, taking into consideration the status of the transition and other partner/stakeholder requirements.

DEPLOYMENT

INFRASTRUCTURE

Projects are prioritized and initiated as required in consultation with the City and RCMP.

Internal gap analysis was conducted, and an ongoing 120-day reporting plan was initiated.
