CITY OF SURREY OVERVIEWS POLICING TRANSITION

In 2018 Council established the department of Policing Transition with the responsibility to establish the Surrey Police Service. To allow the department to focus on that goal, the Bylaws Enforcement, Compliance & Licensing division moved to the Corporate Services Department in November 2018, and in early 2019 the Community Safety team transitioned to the Parks, Recreation and Culture Department. The Policing Transition department was responsible to develop and implement a new Surrey municipal police service and support the transition from RCMP to the Surrey Police Service. The department also provides advice and recommendations to City Council related to policies and emerging issues while providing leadership to RCMP Support Services. The RCMP Support Services Division is responsible for providing support to the operations of the RCMP members in the Surrey detachments and is part of the Policing Transition Department. The 2020 Accomplishments and Performance Measures for RCMP Support Services are located within the RCMP Departmental Overview of the Annual Financial Report.

• Completed work to implement the recommendations of the Provincial Municipal Police Transition Study Committee, chaired by the Honourable Wally Oppal. • Completed work required to enable the appointment of the Surrey Police Board by the Province of British Columbia. • Supported the establishment of policies and administrative systems for the Surrey Police Board.

• Delivered preliminary draft implementation plans for the establishment of the Surrey Police Service for consideration by the Board and Chief Constable.

• Established the Surrey Police Transition Trilateral Committee (SPTTC) and Working Group to support the transfer of policing services from RCMP to SPS.

• Supported the recruitment of the Surrey Police Service Chief Constable and Executive Team.

• Put in place necessary IT infrastructure for operation of the Surrey Police Service.
