D6 Climate, Natural Hazards & Emergency Preparedness
Surrey’s Climate Change Action Strategy envisions a zero-carbon, climate-resilient city by 2050. Achieving this requires cutting emissions through cleaner City operations, more energy efficient buildings, more connected neighbourhoods, and more walking, cycling, and transit options. It also means adapting to heat, flooding, and extreme weather using a mix of engineered solutions and natural systems (e.g., forests, wetlands, living dykes, and tree canopies) that reduce risk while providing health and community benefits. Surrey must also be prepared for emergencies such as earthquakes, wildfires, and floods. This involves ensuring facilities like schools and community centres can serve as support hubs during disasters and preparing energy systems to operate during outages. By working with senior levels of government, industry partners, and First Nations, the City can strengthen resilience through risk management, emergency planning, and regular response testing. Priorities in this chapter align with the Climate Change Action Strategy , DP2: Hazard Lands, and the Emergency Preparedness Management Plan .
Goal: Surrey is a zero carbon, climate resilient city that is prepared for natural hazards and emergencies.
