DEVELOPMENT CONSIDERATIONS FOR DOWNTOWN: Densities:  Development is permitted to be 3.5 FAR and up to 7.5 FAR, as shown in Figure 16.  Densities within the DOWNTOWN are cal culated on gross site area before dedica tions for public purposes such as streets, parks or plazas are identified.  Additional bonus densities may be granted in exchange for the provision of sufficient community amenities in accordance with approved City Council or Department poli cies. Development Permits:  Commercial, multiple-unit residential and mixed-use developments within the DOWN TOWN designation are subject to the issu ance of a Development Permit in accord ance with DP1 of the Implementation Sec tion of this OCP.

Downtown The DOWNTOWN designation is intended to support the continued development of Surrey City Centre as the primary commercial, civic, institutional, transit and high-density residen tial centre for Surrey and as the primary met ropolitan centre for the “South of the Fraser” area of Metropolitan Vancouver. Urban de sign of public and private sector development including buildings, streets, plazas and gather ing spaces, is intended to be of the highest quality to provide a vibrant, pedestrian-friendly and highly attractive environment and to sup port investment and activity in the City Cen tre. Lands within this designation are intended for the highest density development in Surrey in order to support a vibrant commercial and civ ic centre and to support high-capacity rapid transit services. High density commercial, retail and office de velopments, major institutional and civic de velopments, public facilities, transit stations and mixed-use commercial and residential developments are encouraged within the DOWNTOWN designation. Stand-alone, high-density residential apart ment development may be permitted in se lected areas within this designation as identi fied in the Surrey City Centre Plan.
