GOAL 1: CREATE A COMPACT URBAN AREA The first goal of Metro Vancouver’s Regional Growth Strategy is achieved by reducing sprawl, expanding infra- structure smartly and cost-efficiently, creating urban areas well serviced by multi-modes of transportation and by focusing development to a higher den- sity that optimizes a constrained urban land base. Strategies 1.1 Contain urban development with- in the Urban Containment Bound- ary. 1.2 Focus growth in Urban Centres and Frequent Transit Develop- ment Areas. 1.3 Protect rural areas from urban de- velopment.
