This marked a significant milestone in Surrey’s policing transition, which has been in process since 2018; • Conducted a comprehensive community consultation, which included a community survey, interviews, and focus groups with key community stakeholders. Key priorities were identified and used to inform the 2025 SPS Strategic Plan, including timely call response, officer visibility in the community, building relationships, early intervention and prevention services for youth, and working with partners to address public safety issues stemming from homelessness, mental health, and gang activity; • Launched the Community Safety Operations Centre, which provides 24/7, live-time supervision and monitoring of all incidents and police resources in the City; • Signed Memorandums of Understanding with all Lower Mainland Integrated Teams, allowing Surrey to continue to benefit from these specialized investigative teams with SPS as the new police of jurisdiction; • Hired 91 experienced officers, 34 recruits, and 30 civilian staff, and successfully transitioned 390 civilian support staff to SPS as a part of the change in police of jurisdiction;
• Took steps to encourage more women to consider a career in policing including hosting an Introduction to Policing Workshop for Women and joining the 30x30 initiative with a pledge to have 30% female recruits by 2030; • Introduced some two-officer vehicles into SPS’s frontline police response to improve efficiency and safety when responding to calls that require a multi -officer response; • Launched a cloud-based Digital Evidence Management System (“DEMS”) that allows police to securely capture, store, manage and share digital evidence in a more efficient manner; • The Community 1st Unit launched several initiatives to build positive police-community relationships with vulnerable individuals including “Club Fit Fridays” with Special Olympics athletes, “Coffee with the Community” at the Surrey Food Bank, “Supper for Seniors” meal delivery program with Cloverdale Community Kitchen, and “Street Fit” with Surrey Urban Mission Society;
