SOLID WASTE
EDUCATION & CULTURE
• Continue to work with residents to reduce recycling contamination to achieve a goal of having the lowest amount of unacceptable material for a single-stream curbside program in BC; and •
Work with the City’s IT department to improve online presence through the implementation of inquiry Assistant given the popularity of waste collection webpages.
ECOSYSTEMS
• Continue to collaborate with Metro Vancouver to host expanded waste drop-off event. This will continue to provide residents with a cost-effective way to dispose of unwanted materials for free and at a reduced tipping fee which will increase waste diversion and reduce illegal dumping.
ECONOMIC PROSPERITY & LIVELIHOODS
• Continue to implement mitigation actions to reduce illegal dumping activity by 20% over a five-year period. Mitigation actions include: expansion of surveillance technologies and tactical patrols, expanding free disposal options for frequently dumped items, and initiating a public awareness campaign; • Complete carbon intensity (“CI”) application and modeling under the Clean Fuel Regulation (“CFR”) to be approved for the City’s own CI based on the Surrey Biofuel Facility generating renewable natural gas. This CI is anticipated to be more beneficial and lower than the default CI used under CFR program allowing the City to create more low carbon fuel credits;
• Complete changes to the waste collection cart inventory and other applications to accommodate changes imposed by the Provincial Government Bill 44-2023 which introduces measures for BC municipalities to provide for small scale, multi-unit housing in their Zoning Bylaws. This includes the development or updating various applications to track cart inventory and waste collection utility levy; and • Continue implementing innovative programs and services to increase residential waste diversion to become the first city in Canada to achieve Zero Waste. In addition, continue to work in partnership with Metro Vancouver on updating the Integrated Solid Waste Regional Management Plan to increase diversion across the region.
