PUBLIC SAFETY—BYLAW SERVICE

MISSION STATEMENT Our mission is to enhance safety and well-being of our community through education, compliance, and enforcement of City of Surrey’s bylaws.

KEY PROGRAMS AND SERVICES

SURREY ANIMAL RESOURCE CENTRE The Surrey Animal Resource Centre (“SARC”) serves as the municipal shelter for Surrey, caring for surrendered, stray, and adoptable animals. It handles companion pets, small animals, livestock, and exotics. SARC's main functions include pet adoption, animal control for lost or injured domestic animals, safety response, and cremation services. BUSINESS LICENSING SERVICES The Business Licensing section handles issuing and renewing business licenses, processing noise extensions, and offering education and payment services at the Surrey Operations Centre. Services cover commercial, industrial, home-based, non-resident, inter municipal businesses, and short-term rental applications.

The Bylaw Enforcement and Licensing Services Division enforces the City's regulatory bylaws in areas that include animal control, parking, property issues, and business licensing. Staff regularly interact with residents through community events and educational outreach, both in person and online. BYLAW ENFORCEMENT The Bylaw Division promotes community compliance with City bylaws through efficient, customer-focused service. Enforcement streams include the Illegal Construction Enforcement Team (“ICET”), homelessness outreach through the Surrey Outreach Team (“SOT”), Commercial Vehicle Enforcement (“CVE”), parking, and various property infractions, such as noise or unsightly properties. Administrative staff support enforcement by processing documents, tickets, and complaints.

2025 ACCOMPLISHMENTS

EDUCATION & CULTURE

• Launched a Performance Excellence initiative for bylaw officers and staff to reinforce customer-focused enforcement.

ECOSYSTEMS

• The SARC participated in several public events to promote its adoption services, leading to the adoption of 478 animals in 2025.
