PUBLIC SAFETY—BYLAW SERVICE
PUBLIC SAFETY
• Launched the Nasal Naloxone Pilot Program, placing kits in City facilities if needed. In 2025, 11 nasal naloxone kits were successfully used, saving 11 lives, and the pilot continues in 2026; • Expanded SOT to focus on encampments and support for unhoused individuals, conducting 6,097 patrols and 3,719 wellness checks; • Managed over 41,511 bylaw services calls, including general bylaw, animal control, and parking inquiries; and • Grew alongside the City's expansion, hiring more than 10 bylaw officers and increasing the number of staff working in Enforcement, Call Centre, Business Licensing area, and appeals & adjudication.

BUILT ENVIRONMENT & NEIGHBOURHOODS
• Expanded the Integrated Community Support Model allowing Bylaw officers to work from Newton and Guildford Recreation Centres, keeping officers visible and accessible to staff and the public throughout these communities; and •
Expanded inter-departmental efforts, such as joint building inspections and selection processes with the Planning and Development department.
ECONOMIC PROSPERITY & LIVELIHOODS
• Worked with City Departments, Divisions, and Councillors, to establish the Liveability, Social Equity and Public Safety Committee—a select committee established by Council. This committee brings together community members from various backgrounds to identify public safety concerns and recommend practical solutions to enhance safety within the City.
