ECONOMIC PROSPERITY & LIVELIHOODS
• Complete changes to the household waste collection cart allocations to accommodate changes imposed by the Provincial Government Bill 44-2023 which introduces measures for BC municipalities to provide for small scale, multi-unit housing in their Zoning Bylaws; • Continued to implement mitigation actions to reduce illegal dumping activity by 20% by 2026. Mitigation
• Successfully generated 18,686 credits under the Provincial and Federal greenhouse gas emissions reduction
programs through the use of renewable natural gas in waste collection vehicles; and
• Completed ‘Clean-Blitz’ program aiming to build community pride by keeping the City clean and beautiful. City crews collected 2,391 bags of litter and removed 4,893 dumped items throughout the City; and • In collaboration with Parks, Recreation & Culture hosted Our City campaign to inspire and empower residents to take an active role in enhancing their neighbourhoods and engaging in activities and projects that improve livability, cleanliness, foster pride and encourage community connections. Completed amendments to Waste Management Regulations and Charges Bylaw, 2015, No. 18412 which requires that properties with two or more additional dwelling units pay an additional fee to ensure fairness and equity for all residents as households with secondary suites generate more waste and pay the associated higher collection and disposal costs. •

dumped items and initiating a public awareness campaign. This resulted in a 15% decrease from 2021;
INFRASTRUCTURE
• Successfully hosted a five-month free waste drop-off event from May 5 to September 24, 2025 at the Central Surrey and North Surrey Recycling and Waste Centres. The drop-off event was very successful, resulting in higher participation and an increase in tonnage delivered from previous years. Over 23,600 loads and 3,600 tonnes were dropped off, representing an increase of 9% from previous years; • Expanded waste collection services and programs to households in the Agricultural Land Reserve; • Delivered various cleanup programs for the Focus Newton project including increasing litter collection to two-times per week and conducting two to four cleanups per week;
