E1 Governance Framework

The City of Surrey operates within a framework that involves multiple levels of government with different areas of responsibility and authority. The Province of British Columbia, through the Local Government Act (LGA), delegates authority to municipalities to make local land use decisions and grants the power to create an OCP. The LGA outlines specific requirements for the content of OCPs. In accordance with the LGA , all related bylaws, such as Zoning, Subdivision and Development, Development Cost Charges, and Amenity Cost Charges, and related plans and strategies must be consistent with the provisions of the OCP. Metro Vancouver provides collaborative governance and regional planning, through a Regional Growth Strategy , and delivers core services for the municipalities and other member jurisdictions that comprise the region. TransLink is responsible for planning, managing, and operating the regional transportation system in close cooperation with municipal governments.

Municipal governments such as the City of Surrey develop bylaws, regulations, policies and strategies to guide growth.The city has the delegated authority to make local land use decisions and delivers infrastructure to support growth. Metro Vancouver , TransLink and senior governments (Province of British Columbia and Government of Canada and their respective agencies) all contribute to the provision of this infrastructure. Private development, which builds most new housing and employment space and contributes to local infrastructure, is regulated within this governance framework.
