2.2 Regional Context Statement

The Local Government Act enables the development of a Regional Growth Strategy (RGS) , which is a high-level, long-range planning tool that sets out a broad land use framework and policies to help municipalities coordinate on social, economic and environmental objectives and make efficient use of facilities, services, land and other resources. Metro Vancouver 's RGS was adopted in 2023. It sets regional policies, objectives and targets for all member jurisdictions including Surrey.

The LGA requires municipalities to demonstrate how their OCPs align with the Regional Growth Strategy (RGS) by incorporating a Regional Context Statement (RCS) (see Appendix 3) into their OCPs.The RCS sets out the relationship between the OCP and RGS . As well, the RCS section details how specific land use designations and policies are consistent with the RGS or how they will become consistent over time. Municipalities are also required to review their RCS at least every five years to ensure continued alignment. The RCS in this OCP details how the OCP is aligned with the RGS . Amendments to Surrey’s RCS are subject to a formal process with Metro Vancouver ’s Board of Directors.
