3.3 Secondary Plans
3.4 Zoning
Secondary Plans play a supportive role to the OCP as reference plans endorsed by Council. Such Secondary Plans are not part of this OCP. Secondary Plans provide guidance and clarity at a neighbourhood level for land use, road network, servicing expectations, location of parks and schools, public realm treatment, and supplementary design guidelines that support the OCP. Future Secondary Plans will continue to be developed involving meaningful public engagement to provide detailed guidance for future land use development decisions. These new plans will be used to inform and support the land use designations in the OCP. In most circumstances, existing Secondary Plans are consistent with the land use designations identified in the OCP. Where a Secondary Plan land use conflicts with the OCP, the OCP will take precedence, in particular with respect to density and use. The scope of work associated with future Secondary Plans will typically be prepared as Stage 1 and Stage 2 Plans:
The Zoning Bylaw implements the OCP. It is the primary tool to establish and regulate land use and density consistent with the designated form of development and general guidance within the OCP for each legal parcel of land in the city. Existing zoning takes precedence over the OCP designation. Future zoning must be consistent with the OCP land use and density designations. Rezoning applications to change the zoning of a property must be consistent with the OCP land use designation (see 4.3 Rezoning Related Amendments). The City has no duty to amend the OCP, or any obligation to update the OCP to be consistent with zoning. ATemporary Use Permit allows the use of land in a manner that is not permitted under the applicable zone, for a limited time. Temporary Use Permits provide flexibility, allowing a local government to permit a temporary use, provided it aligns with the overall vision and community objectives outlined in the OCP. 3.4.1 Temporary Use Permits
Stage 1 Plans generally establish the land use framework set out in the OCP, and provide detailed guidance on transportation networks, areas required for public purposes, and areas required for drainage systems. Stage 2 Plans generally detail engineering and servicing infrastructure required to support the land use plan.
