E6 Infrastructure and Amenity Delivery
The OCP guides growth and development, including specifying areas for future development and the delivery of related infrastructure and amenities. Growth related infrastructure and amenity priorities are established through Secondary Plans , the 10 Year Servicing Plan and the Parks, Recreation and Culture Strategic Plan. A development financing framework exists to fund new infrastructure and amenities needed to support growth.This includes Development Cost Charges (DCCs) and Amenity Cost Charges (ACCs) which are levied on new development.
DCCs and ACCs are intended to assist local governments in delivering growth-related infrastructure and amenities, while the replacement and renewal of existing facilities must be funded from other sources. Bonus density is another development financing mechanism by which amenities, as well as affordable housing, are delivered. Amenity and affordable housing conditions reflect the increased demand on facilities resulting from growth that exceeds established baselines and that remains consistent with the OCP.
