means a regulatory approach where technical decisions are outsourced to external experts, relying on their ethics, education, and experience.
means land that isn’t privately owned or privately owned land with a legal agreement for public use. This may include parks, natural areas, plazas and walkways and trails. means privately-initiated rental buildings constructed with the intent to be rented for the long-term in the private market, and typically not subdivided into co-operative housing or strata condominium. means branded bus service with high frequency, limited stops, and higher capacity articulated buses which generally operates alongside general traffic but may have some transit priority measures like dedicated bus lanes or queue jumps. RapidBus is not considered Rapid Transit.

means SkyTrain and Bus Rapid Transit (BRT). This is the highest order of transit service in Surrey.

means a space that provides services, programs and education year-round, increasing a community’s ability to respond to crises like climate events.
Secondary Plan
means a land use plan, including General Land Use Plans, Local Area Plans, Neighbourhood Concept Plans, Town Centre Plans, that provide guidance and clarity at a neighbourhood level for land use, road network, servicing expectations, location of parks and schools, public realm treatment, and supplementary design guidelines. means a variety of housing options, such as secondary suites, coach houses, garden suites, duplexes, triplexes, houseplexes, and townhouses, that are typically designed to fit within existing single-family neighbourhoods. means the plan areas identified by the Guildford Plan, Fleetwood Plan, Cloverdale Town Centre Plan, Newton Town Centre Plan, and Semiahmoo Town Centre Plan. means areas defined by the Province within 800 metres of a SkyTrain Station or within 400 metres of a Bus Exchange where minimum allowable densities apply for residential development as defined in Zoning By-law . means infrastructure or operational strategies designed to improve the speed, reliability, and efficiency of public transit, such as dedicated bus lanes, queue jumps and signal priority at intersections.

means the regional transit authority responsible for planning, managing, and delivering public transit, major roads and bridges across Metro Vancouver .

means strategies and policies aimed at reducing travel demand or redistributing it in time, mode, or route to optimize the use of the transportation system. Examples include carpooling programs, flexible work hours, telecommuting, transit incentives, and active transportation promotion.
