D3.1.6 Locate high-density residential development in City Centre to support businesses and provide housing nearby for the workforce.
D3.3.1 Encourage and support the location of local-serving office, commercial and service space in Town Centres and mixed-use neighbourhood centres, particularly near transit and active transportation networks. D4.1.1 Plan for and locate new civic recreational, cultural, heritage and library facilities in City Centre and Town Centres , close to transit, prioritizing growing and under-served areas of the city.

locate and support community, arts, cultural, recreational, institutional, medical/health, social service, education and child care facilities, and local serving retail uses in Urban Centres or areas with good access to transit
D4.4.1 Plan for and locate arts and culture facilities and programming in the City Centre entertainment district and Town Centres .
D4.4.3 Facilitate creative hubs in City Centre and Town Centres for artists and cultural workers.
D4.6.3 Support different school models in urban areas and within developments near rapid transit .
D4.6.5 Support the location of new and the expansion of existing post secondary institutions close to transit.
D4.6.6 Plan for health services and medically supportive uses around existing facilities (Surrey Memorial Hospital and Peace Arch Hospital) and future facilities (Cloverdale Hospital). D4.6.7 Work with the Fraser Health Authority, health providers, non profits and the provincial government to expand existing facilities and to plan for and strategically locate new facilities including new mental health, substance use treatment, complex care and other specialized health needs facilities. D4.6.8 Support the development or expansion of childcare centres by ensuring regulations, zoning, and policies permit on-site child care centres: a. On City properties or in conjunction with civic buildings; b. In commercial, mixed-use and multi-family development; and c. In existing commercial developments that are retrofitted. D5.3.2 Expand opportunities for residents to participate in the production of local, healthy and culturally specific food by: a. Encouraging new developments to provide opportunities for on-site food production, such as garden plots and edible landscapes, as part of the residential amenity space; and b. Permitting temporary community gardens on under-utilized or vacant privately-owned land. D5.3.3 Support the development of community gardens in neighbourhood parks through partnerships with non-profit groups, neighbourhood associations and other interested parties. D3.1.7 Invest in high-quality public spaces that support City Centre's role as the principal gathering place in the city and ensure public spaces are designed for year-round use and a variety of events and activities.
