D4.1.1 Plan for and locate new civic recreational, cultural, heritage and library facilities in City Centre and Town Centres , close to transit, prioritizing growing and under-served areas of the city. D4.3.2 Extend and expand access to Surrey’s public space and waterways network by: a. Enhancing connections through trails, walkways and greenways ; b. Collaborating with neighbouring municipalities and regional agencies to create seamless connections between Surrey’s network and border-adjacent parks within the regional Green Infrastructure Network ; and c. Working with governmental and other agencies to secure waterfront access rights to shorelines and beaches. D2.2.1 Improve pedestrian safety and comfort through design strategies, including: a. Ensuring sidewalks are built to current standards; b. Increasing mid-block crossing opportunities where appropriate; c. Expanding crosswalks where warranted; and d. Managing vehicle speeds and volumes on local roads and in neighbourhoods. D4.3.4 Create universally accessible public spaces by designing grades, surface materials, and signage to meet the needs of all users.
