4.1 Shape neighbourhoods and communities in a manner that fosters social connection, livability and safety.

4.1.1 Plan for and locate new civic,

Ensure new multi-family, mixed-use, commercial and institutional development supports social connection, universal accessibility , and safety by: Applying Crime Prevention through Environmental Design (CPTED) principles to design for safety and comfort; a. Integrating, connecting and maximizing access for all users; Promoting vibrant, active and pedestrian-friendly public and private environments; Designing for flexibility of uses and resiliency in changing contexts; and Responding appropriately to environmental features to create a “Sense of Place”. c. d. e. b.

recreational, cultural, heritage and library facilities in City Centre and Town Centres , close to transit, prioritizing growing and under-served areas of the city.

4.1.2 Co-locate public facilities, such as recreation, cultural, library and public school facilities, where possible.
