OBJECTIVE
4.5 Advance a heritage program that is inclusive and equitable.
POLICY ACTIONS
4.5.1
Ensure additions to the Heritage Register are selected based on inclusive and equitable criteria incorporating aesthetic, historic, scientific, cultural, social or spiritual heritage values. Ensure Indigenous knowledge and perspectives are included in heritage planning processes. Ensure heritage design and landscape guidelines inform the development process for projects in heritage character areas or abutting heritage streets. Support the adaptive reuse of heritage buildings for municipal, commercial, residential, or amenity space, when the continued use of heritage buildings isn’t viable.

Explore expanding the DP1: Form & Character guidelines (see Appendix 2) to include general and area-specific heritage character guidelines. Incentivize the protection of heritage buildings, structures and features through:

Application processes and fee structures that are streamlined and simplified; Restoration and maintenance grants; Permissive property tax exemptions; and Amendments to the Zoning Bylaw through Heritage Revitalization Agreements .
