Welcome to the 2018 Municipal Election Voter Guide! This guide will help you navigate the upcoming election and introduce you to all the candidates running for the office of Mayor, Councillor and SchoolTrustee. All candidates were given an opportunity to submit a statement, photo and contact information. Any views or opinions expressed by the candidates in their statements are their own and do not reflect the position of the City of Surrey. This Voter Guide also comes with a pull-out section that you can bring with you to a voting location.The pull‑out section includes a map of all the voting locations. It’s your city so come out and vote!

Voter Information

Am I eligible to vote? You are eligible to vote as a resident elector in the City of Surrey Municipal Election if you meet the following requirements at the time of voting: • Must be registered as a resident elector of the City of Surrey; • 18 years of age or older on general voting day; • a Canadian citizen; • a resident* of British Columbia, as determined in accordance with applicable legislation, for at least 6 months immediately before the day of registration; • a resident* of the City of Surrey, as determined in accordance with applicable legislation, for at least 30 days immediately before the day of registration; and • not disqualified from voting by any enactment or by law. What ID should I bring to vote? The Provincial Voters List from Elections BC will be used to create Surrey’s list of eligible voters by name and address. If your name appears on this list, a Voter Card will be mailed to your address in September. Bring your Voter Card to make your voting experience seamless. If you are a new or unregistered voter, or are updating your personal information on your Voter Card, bring two (2) pieces of acceptable identification that provide evidence of your identity and place of residence (one item must contain the voter’s signature) with you to register and vote. Suggested types of identification include: • British Columbia Driver’s Licence • BC Identification Card issued by ICBC • Owner’s Certificate of Insurance and Vehicle Licence issued by ICBC • Canadian Passport or Citizenship Card issued by Citizenship and Immigration Canada • Social Insurance Number card issued by the Government of Canada * see s.67 of the Local Government Act and s.42 of the School Act

• Ministry of Social Development and Economic Security Request for Continued Assistance Form SDES8 • Secure Certificate of Indian Status (Status Card) • Birth Certificate • BC Services Card or BC CareCard or BC Gold CareCard • Debit or Credit Card issued by a savings institution • Property Tax Notice issued by the City of Surrey • Utility Bill (for electricity, natural gas, telephone or cable service) In the 2018 Municipal Election, eligible voters will cast their ballot to elect: • One (1) Mayor • Eight (8) Councillors • Six (6) Board of Education Trustees (also referred to as School Trustees) for School District No. 36 (Surrey) To learn more about the candidates, visit page 12 in this voter guide. Can I get help with voting? If you require translation assistance to read or mark a ballot, we encourage you to bring someone with you. Persons assisting a voter to mark a ballot will be required to sign a declaration affirming that they will: • Make the translation to the best of their ability; • Mark the ballot in accordance with the wishes of the elector; • Preserve the secrecy of the ballot of the elector being assisted; and • Refrain from attempting in any manner to influence the elector as to how the elector should vote. What if I am out of town or unable to attend a voting location?

Eligible voter(s) may request a mail-in ballot package by: • Downloading (via surrey.ca/election) a request form. Complete and send the request form back to the Chief Election Officer as follows: Mail: City of Surrey, Corporate Services Department (5E) 13450 104 Avenue, Surrey, BC V3T 1V8 Email: election@surrey.ca Fax: 604-591-4706 • In-person: Pick up a request form by visiting City of Surrey, Corporate Services Department (5E) at Surrey City Hall, 13450 104 Avenue For assistance, call the Election Headquarters at 604-591-4389. Mail-in ballot packages will be made available between 8:30am on Friday, September 28 and 4:00pm on Thursday, October 18, 2018. MAIL BALLOT DELIVERY TO CHIEF ELECTION OFFICER You are responsible for ensuring your completed ballot, along with the completed application for registration (if applicable), is received by the Chief Election Officer by no later than 8:00pm, Saturday, October 20, 2018, as follows: • During business hours (8:30am to 4:30pm, Monday to Friday), please deliver to Corporate Services Department (5E) at Surrey City Hall, 13450 104 Avenue, Surrey, BC V3T 1V8; or • After business hours (7 days a week), drop‑off boxes are available in the City Hall mail slot located at parking level P1 entrance and/or the City Plaza Area main entrance. Drop‑off must occur no later than 8:00pm, Saturday, October 20, 2018.

LIVING IN A CARE FACILITY AND HOSPITAL VOTING Election staff will be visiting Care Facilities in September to drop off Mail Ballot packages for eligible electors who are unable to attend a voting location. Facility staff may contact the Election Headquarters if additional packages are required. Special Voting Opportunities will be conducted for eligible electors who are residents or patients of the Surrey Memorial Hospital at the time of voting, as follows: Friday, October 5, 2018 8:30am to 12:30pm Surrey Memorial Hospital 13750 96 Avenue Surrey, BC V3V 1Z2 I am a Surrey property owner, but don’t live in Surrey. Can I vote? If you own property in the City of Surrey (residential property only) but you live elsewhere in BC, you are eligible to vote if you meet the following requirements at the time of voting: • Must be registered as a non-resident property elector of the City of Surrey; • 18 years of age or older on general voting day; • a Canadian citizen; • a resident* of British Columbia, as determined in accordance with applicable legislation, for at least 6 months immediately before the day of registration; • a registered owner of real property in the City of Surrey for at least 30 days immediately before the day of registration; • an individual not holding the real property in trust for a corporation or any other trust; • not entitled to register as a resident elector in the City of Surrey;

• not registered as a non-resident property elector in relation to any other parcel of real property in the City of Surrey; • if there is more than one individual who is the registered owner, only one individual may register and vote in relation to the real property and the person doing so must have received the written consent (signed Consent Form 2-8) of the majority of individuals registered as owners of the real property; and • not disqualified from voting by any enactment or by law. Non-resident voters can register during Advance Voting Opportunities (October 6, 10, 11 and 13, 2018) or on Election Day (Saturday, October 20, 2018). Registration will take place when you vote. Complete the application (Form 2-7, available at surrey.ca/election) ahead of time for ease of voting. Note: In accordance with the Local Government Act , the only persons who are registered owners, either as joint tenants or tenants-in-common, are individuals who are not holding the property in trust for a corporation or another trust. A person may only register as a Non-Resident Property Elector in relation to one parcel of property in the City of Surrey and must provide proof of ownership of the property on which registration is based along with the signed Consent Form 2-8 where applicable.

When and where can I vote?

On Saturday, October 20, 2018, eligible voters may vote at any one of the 57 voting locations conveniently located throughout the city. All voting locations are open from 8:00am to 8:00pm. Advance Voting Opportunities

All voters have the choice to vote on Election Day (Saturday, October 20, 2018) or during the Advance Voting Opportunities held on: • Saturday, October 6 • Wednesday, October 10

Tom has been a resident of Surrey for the past 30 years and currently lives with his wife Pav and their three young children in the Fraser Heights neighbourhood. At Surrey

City Council, Tom has been guided by his fundamental belief that his job is to give a voice to all constituents, and that his duty as a Council member is to constantly work toward responsible growth and development in the creation of a fiscally sound and socially progressive city. Tom’s community service has focused on helping some of the most vulnerable populations in Surrey and across the province. Tom was a founding Director of the Surrey Homelessness & Housing Society, a Director of the Healthcare Benefit Trust, and recently left his post as the Chief Financial Officer for Coast Mental Health, the largest, non‑profit mental health agency in British Columbia.

The Proudly Surrey Team believes in a Better Surrey where policies and programs are designed For the many, Not the Few. We promise what we can deliver. Our focus is on restructuring our city’s relationship with other levels of

government. We want to bring more local control and oversight to our transit system, police force and school staffing policies, and reshape how Surrey conducts its own affairs. My working career has been varied with a primary focus on education and social services. I am presently teaching at the post-secondary level and serves on the City of Surrey’s Diversity Advisory Committee. I hold a MA in Criminology and a PhD in Education Administration. My understanding of the barriers that low-income and vulnerable people face is not just based on academic knowledge, it is grounded in my experience in helping people. To have a prosperous, egalitarian city, we need practical policies.

After a successful career as a business owner in the marketing and advertising field, Bruce was asked to get into politics by Dianne Watts. He was very active volunteering in the community as President of the Board of Trade, Board

member of the Surrey Memorial Hospital Foundation and currently as President of Sources Community Resource Society. He said yes to politics and has been a City Councilor ever since winning his first election in 2011. Bruce moved to Surrey 25 years ago with his wife Joyce and started their family here. He has watched Surrey grow as a community over the years and takes pride in being a part of its “coming of age”. He wants to restore to Surrey a government that is fair, transparent and collaborative and will ensure a balance to growth and livability.

Rajesh Jayaprakash is a technologist with a master’s degree in computers and works as a software architect for a major TELCO. His community work involves libraries, kids with learning disabilities and raising issues in Surrey

as part of a press club. Jayaprakash is the founder of PEOPLE FIRST SURREY, a grassroots movement to fundamentally improve our governing system in Surrey city hall. We do online sessions everyday on facebook to ensure people participation and to refine our 16 point platform. PEOPLE FIRST has a practical plan to cancel LRT and expand SkyTrain. Crime will be countered using technology, enabling police to reallocate resources to fight gangs and to keep taxes same. To improve affordability of housing and preserve greenspaces, we will take a balanced approach using canopy percentages and it will be part of every development’s approval. We also propose an e-vote platform to improve people participation in city governance.

Doug McCallum is running for mayor of Surrey. He’s the leader of the Safe Surrey Coalition. As Surrey’s mayor from 1996 to 2005 McCallum left the city in a solid financial position with a $300 Million Dollar surplus. McCallum has

consistently heard the residents of Surrey call for SkyTrain instead of Light Rail Transit (LRT). A strong majority want the street level LRT to be scrapped in favour of SkyTrain along the Fraser Highway to Langley complemented by rapid bus lines. Doug has also heard Surrey residents call for stronger action against gang and gun crimes. He’s proposing the creation of a Surrey Police Force. A local police force will understand the community better and will be more motivated to tackle problems. McCallum also promises to pause development and create smart development guidelines. This means working with residents and hearing what they want. Infrastructure needs to keep up with growth.

Running for Mayor with Progressive Sustainable Surrey, Imtiaz Popat, has lived in Surrey for over 30 years. He is a Counsellor, and a Community TV and Radio host. He is currently the Development Officer for the One Love West Coast Festival being held in Surrey in September. He is a long‑time equal rights and social justice activist. He

founded the Coalition Against Bigotry – Pacific to challenge the rise of bigotry in the pacific coast. His understanding as a counsellor will help him understand critical issues facing diverse communities in Surrey such as mental health, addictions as well issues around gang violence in order to advocate for more inclusive programs and service that are offered by the city.

Neera Agnihotri is the founder of Agnihotri Immigration Consulting Inc. which has been well established in Surrey since 2011 and has been a independent Immigration Consultant since 2006. Neera has been actively involved with the community with dance, ice hockey, ball hockey

and local community events. She has been actively involved with CAPIC as a volunteer for 4 years and currently is a National Board of Director for the organization. I am 35 years old and a lifelong resident of Surrey. I am an electrician and I live in Grandview Heights with my partner and precocious 2 1/2 year old. This is my first entry into politics and I am running with Proudly Surrey. After watching how civic politics work in this town, I came to

the conclusion that the system is broken. Proudly Surrey is the only party that spoke of the changes that are required to make Surrey a place for the many, not the few.
